Antigua Village Director Newsletter- April-May, 2018

Dear Antigua Homeowners:

First, a very big thank you to everyone who voted on the special assessment proposal. We are very pleased Antigua owners voted 65 to 17 to approve the one-time special assessment and put this behind us. It’s my understanding that these funds will be due around June 30, 2018, which coincides with the start of our fiscal year. You will of course be receiving a separate invoice for this assessment.


Second, I would like to thank everyone in this Village for your support, understanding and patience with this project. I would especially like to thank the numerous individuals who have really gotten involved to make sure this was a success. It has truly been a lot of fun and really rewarding to see this effort come together. It is also really nice to hear owners talking about how great our Village looks and feels. I’ve said it for years and still believe: this is the best place in the Cays to live and is just a great community!  


As most of you realize we are winding down the remodel, with only touch ups and punch list items remaining to be completed. Please don’t hesitate to report any items you see that need attention whether it’s the contractor’s responsibility or the homeowner’s association. We would really like to keep on top of these repairs going forward. My intent is to walk our Village once a month not only to review landscaping but also to look at the building and dock maintenance. While we have made great progress this past year, Antigua still has a variety of issues to resolve. I am really looking forward to getting these last items addressed.


BUDGET/RESERVE STUDY. All board members are in the middle of preparing the 2018/19 budgets for their Villages. This includes updating our reserve study with an outside specialist. Antigua, given the amount of work we’ve completed, the number of things we’ve learned, as well as getting far more accurate pricing for replacements will make it very interesting.  We’ve also made and are continuing to make significant reductions in the operating budget. These will all help our future financial state. I’m looking forward to getting these numbers. I’ll keep everyone posted.


ROOFING PROJECT. The contractor has started this project. They will be starting on the east side. First, they will sweep and clean the roofs. After cleaning they will be adding additional slope in selected low areas. Following this the primer and coating will be applied. As with the JWC project, all employees will be parking off site with only one truck in the Village. Early inspections seem to look very good. The entire cost of this work was included in the special assessment. 


LANDSCAPING. We have completed the re-landscape following the damages caused by the remodel.  I am very happy with the new drip irrigation installed in the breezeways which now do not spray the fences like the old sprinkler heads did. If you notice any sprinklers that are not adjusted properly, please report them so we can get them corrected. We really want to minimize any over spray onto the buildings and fences. We also reseeded all the turf areas. I’m hopeful we can continue to improve and maintain the quality of our grass areas.


EXTERIOR LANDSCAPE. This is the area along Grand Caribe just outside the Antigua wall. It falls within the “Common Area” cost center to maintain, however we will be working to improve this area appearance. 


DOCKS. In all the walking around over the past year, I have seen several items on our docks that are in real need of repair or replacement. We are addressing the gangways starting on the west side. Further, we will be replacing the water systems to the docks. I intend to walk every dock with Dan Bick from the HOA and develop a plan to address the other matters. If we stay on top of these it really improves the lifespan of this major asset we own. 


DRAIN LINE LINING. We are still working to finalize numbers for this major project. We expect to start this multi-year project at the beginning of our fiscal year. This still remains a major cost exposure to our community, however I’m hopeful starting and making progress will reduce our risk.


FRONT LANDINGS. These continue to present several concerns. We are looking at a variety of repairs. Most of the concerns are a result of some residents covering these with tile or carpet. It’s the same problem we faced with the upper waterside decks. We are addressing these on a case by case basis now but will be moving to resolve this far more proactively soon. 


CITY STREET. With our major work complete we will reach out to the City of Coronado to schedule the slurry of Antigua court for this year. The city indicated they would place it on the schedule for the next time they have a slurry project in the city. We’ll all get plenty of notice before this works starts. 


RENTALS.  I have had several people express concerns about rentals and garages. Current California Civil codes states that any person who rents a unit must be provided with all of the assets that go with the unit. That includes the garage and the dock. The only thing the owner retains once they rent the unit is the right to vote at a meeting. Owners can’t rent units without including these items to the tenant. So, if you’re renting a unit in Antigua you are free to use the assigned garage as well as the assigned dock. Docks cannot be rented to anyone. As we move forward, CCHOA will be looking to be sure boats in all of the Villages are those registered to the correct owner. 


SHORT TERM RENTALS. Currently, any unit in the City must be rented for a minimum of 25 days. Short term daily or weekly rentals are prohibited. The City has become very interested in this matter of late and is helping the CCHOA. We (CCHOA) have also become much more proactive. We have engaged the services of a number of vendors who help you “catch” those persons attempting to do weekly rentals on websites. The City has a fining schedule for short term rentals as well as they want to collect the TOT taxes. The CCHOA is adopting a new rental and fining schedule to try and control these matters also.


It's been exciting to see owners cleaning up the landscape around their waterside patios and just stuff stored on decks. We have numerous owners applying to improve decks and patios. It just keeps getting better.
