Mardi Gras homeowners and residents, I want to bring you up to date on the numerous happenings in your Village.

ROOFS

The re-roofing of the flat roofs started in the middle of December. The contract was awarded to
Peterson Roofing. They are in the process of scraping the covering of rocks off
the roofs before they can begin to put down the new liquid polymer coating.
When that is finished an additional silver coating will be added that has the
potential to reduce air conditioning costs as it should reduce inside heat
during the summer. The roof coating has a 10 year warranty. After the roof
inspection an additional 10 year warranty will be issued (presumably following
any repairs that may be needed).

SEAWALL

As previously written, the seawall contract was awarded to a Florida contractor in
conjunction with a Texas contractor. We had hoped to begin the seawall
stabilization at the beginning of December, but securing an exemption for an
outside contractor to work in CA has been problematic. Currently we are
negotiating with a CA contractor that will do the work under the guidance of
the experts from Florida and Texas. The helical tie back anchors have been used
elsewhere 9,000 times without a single failure. In addition, we are still
continuing to work toward sand replenishment. We currently have funds available
to pay for the anchors and the sand replenishment.

ELECTRICAL PEDESTALS

We were able to replace two of our critical electrical pedestals that rusted and
were unstable. A newly trained CCHOA maintenance employee was able to complete
the work for one third the cost of an outside contractor.

ROADS 

Transferring our private roads to the City of Coronado remains a priority. I have recently
found an old grant deed that has renewed my hope for asking the City of
Coronado to assume the responsibility for the maintenance of our roads. Of
course this may not work out in our favor. As you know Mardi Gras Village
maintains all of our roads except Mardi Gras Road. The City of Coronado is
responsible for Mardi Gras Road and that responsibility includes the roadway
out to the sidewalk. Beyond the sidewalk is the responsibility of Mardi Gras
Village.

CLUBHOUSE

The interior has been freshly repainted and the new floor tile should be installed
soon. We will need to budget funds to replace the counters next year.


BEACH CLEANUP

Certain beach areas along Tunapuna Lane seem to get a rather large collection of trash
that washes in from other parts of San Diego Bay. So far the south end of
Tunapuna has been cleaned by the grounds crew. They took out 25 large bags
of debris from that area. There is another area just north of Mardi Gras
that the CCHOA will also clean up. The delay was caused by a jurisdictional
issue between the Port of San Diego and the CCHOA. During certain winds the
trash washes down along Tunapuna consequently it was necessary to resolve who
should clean this area.


SOUTH COASTAL NAVY CAMPUS

This development is progressing and should take up to 10 years to complete. Since
last summer I have asked the Navy to move their control booth (guard house) off
Highway 75 at least 600 feet into the complex so that cars do not back up on
Highway 75. Discussions are continuing. Additionally, cars traveling north
will need some way to turn into the base. I have been maintaining that
there must be a thru lane for all cars traveling north and specifically
motorcycles. This discussion is also continuing. I hope the resolution will be
a thru lane or an overpass and not a total stop light. Of course there
currently is a new wrinkle in that the City of Coronado has initiated a lawsuit
that potentially could delay construction.
